UK Councils Plan to Dispose of Social Clubs and Sports Centres to Balance Books

Based on a new study of local authorities, English councils are planning to sell community centers, athletic facilities, and shopping arcades as they bet on a fire sale of assets to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in the UK stated that 60% of councils are intending to dispose of properties to cover the rising costs of adult and children’s social care.

Councils have in the past come under fire for selling playing fields and land to shore up their budgets, but they contend they must proceed to generate essential revenue from asset sales or face insolvency.

The group said that a high proportion of councils seeking to raise money from a quick sale of assets marked “a clear change from 2024, when the largest share (six in ten) of municipal officials said they would focus on restructuring services and using savings to weather growing fiscal pressures.”

Specific Examples of Proposed Disposals

One local authority in Kent announced its asset disposal plan featured the disposal of a retail complex in a local town and a community venue in Rochester to raise 20 million pounds over five years.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all generate rent for the authority, will also be sold under the strategy.

Local Levy Rises and Wider Financial Strains

The survey of councils in the coalition, which covers several urban centers, further found that more than 70% of councils will have to increase council taxes next April to address the rising cost of essential services, increased rates of homelessness, and a persistent accommodation deficit.

Medway council said it will proceed with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but certain measures take time to achieve both better provisions and financial savings,” stated a council leader.

He continued: “There are demographic pressures which will continue to add to the strains we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Patterns and Forecasts

Research of regional authorities recently further found council budgets being stretched by the increasing figures of young people and older individuals needing Send support.

The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they struggle to manage increased demand.

Government officials have delayed planned reforms to the special educational needs framework until the coming year after a policy document outlining those changes has been postponed.

Disadvantage and Funding Shortfalls

Based on the latest indices of deprivation (IMD) for UK local authorities, many key cities members were among the most disadvantaged in England.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the latest IMD measures,” noted the report.

“While only a single urban area is among the ten most deprived for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of England. The data underscores the scale of challenges confronting local leaders across key cities in the coming year,” the report concluded.

“Council officials have been clear about the necessity for a fair and sustainable financial structure that reflects and responds to the real levels of deprivation and need,” said Michael Mordey.

“Lacking this, councils will persist to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the detriment of their residents.”

A fifth of local authorities have cut or compromised care services in the last year, the survey revealed.
